Our Business and Philosophy
At Quantum Insurance, our aim is to change the face of insurance in Mauritius and bring quality insurance products at more affordable prices to customers.
We want to advance from the traditional way of offering insurance by providing customers with a different and better way of obtaining insurance. Which, in a nutshell, is making a difference in the lives of our clients, staff and business partners.
With this in mind, we launched our online direct-to-customer business in 2015. Our products are also offered through our office at Ground Floor,Lot 15A4, Hyvec Business Park, Wall Street, Ebene,72201.

Chairman
Patrick Bouic
Chairman of Quantum Insurance
Patrick Bouic, aged 56, completed a Bachelor’s degree in Commerce in 1988 and qualified as an Associate of the Chartered Insurance Institute in 1991. He then joined City Brokers Ltd and took over its leadership, while acting as senior advisor on insurance and risk related matters to most major and many medium local enterprises. Patrick retired from insurance broking in 2019, and in 2022 set up a dedicated risk research advisory and consultancy operation servicing a large regional Hotel group as well as a large regional multi-sector group of companies. Over his 34 years of local and regional insurance industry career, Patrick has gained experience in all types of insurances and has always promoted the importance of focusing on the customer’s journey.

Devesh Biltoo
Chief Executive Officer
Devesh B Biltoo, born in 1978, is a Chartered Insurer and an Associate of the Chartered Insurance Institute of the United Kingdom. He also holds a BSc. degree in Economics and Mathematics from the University of the Witwatersrand. He has been working extensively in the insurance industry in Mauritius since 2001, particularly in the General Insurance sector. Before joining Quantum Insurance in 2015 as Chief Operations Officer, Devesh successively worked for La Prudence Mauricienne Assurance Ltée as Senior Underwriter before being promoted to Technical Manager in 2011 and Manager in 2014 of the General Insurance-Underwriting Department following the merger with The Mauritius Union Cy. Ltd. He is also an Executive Director of Quantum Insurance and an Independent Non-Executive Director of the Hertshten Group.
Zaheer Oaris
Corporate Relationship Manager
Zaheer Oaris, born in 1989, holds an MBA (Specialisation: Financial Services) from the University of Mauritius. Prior to joining Quantum Insurance in 2015 as Business Development Officer, Zaheer was a Financial Analyst within the Hertshten Group. In 2022, Zaheer has been promoted to Corporate Relationship Manager and is also an Executive Director of Quantum Insurance Ltd.
Kersley Hong-Lin
Finance Manager
Kersley Hong-Lin, born in 1973, is a Fellow member of the Association of Chartered Certified Accountants of the United Kingdom and a member of the Mauritius Institute of Professional Accountants (MIPA). Prior to joining Quantum Insurance Ltd in 2023, he worked at the Head Office of IBL Ltd from 2004 to 2018 and was responsible for the consolidation of IBL group of companies. He joined Eagle Insurance as Finance Manager between 2018 and 2021 and was responsible for the day-to-day operation of the Finance department.
Adarsh Bangalee
Claims Manager
Adarsh Bangalee, born in 1994, joined Quantum Insurance Ltd in 2017, as Claims officer and was appointed Risk and Statistical Analyst in 2021. After one year, he has been promoted to Claims Manager and holds a BSc (Hons) in Mathematics and statistics and is currently pursuing his studies in actuarial science.
Bryan Languelale
Assistant Underwriting and Reinsurance Manager
Bryan Languelale, born in 1991, holds a BSc (Hons) in Finance (minor: Law) and a MSc (Hons) in Applied Statistics with specialisation Actuarial Science from the University of Mauritius. Bryan joined Quantum Insurance Ltd in 2017 as a claim handler and was promoted to Senior Motor Underwriter and Statistical Analyst in 2019. Before being appointed as Assistant Manager Underwriting and Reinsurance in 2023, he worked successively at Swan General Ltd as Reinsurance Officer and briefly at MCB Ltd as Senior Internal Auditor.

Marketing and Communications Manager
Stephanie Bourdet-Felix, born in 1989, holds a BA (Hons) in Graphic design and various certificates in Digital Marketing. She has more than 10 years of work experience in the Marketing field in various industry such as Malls, Real estate and Insurance at The Mauritius Union Cy. Ltd. Stephanie has joined Quantum Insurance as Marketing and Communications Manager in 2022.
